
Nora Busra Turan helps entrepreneurs, foreign investors, and growing companies
structure their businesses, protect their interests, and navigate the legal complexities of
doing business in the United States. As a Partner at Merit Law, LLP, she brings a rare
combination of U.S. and international legal training to every client relationship, allowing
her to anticipate problems others miss and deliver solutions that are both legally sound
and commercially practical.
Nora's practice centers on business law, contracts, and cross-border transactions. She
regularly drafts and negotiates operating agreements, commercial contracts, service
agreements, non-disclosure agreements, and other corporate documents designed to
support long-term business growth and reduce legal risk. She also assists businesses
with trademark registration and protection, helping clients safeguard their brands as they
grow. She advises clients on OFAC compliance and international regulatory matters
affecting companies with cross-border operations or foreign ownership. In addition, she
assists entrepreneurs, investors, and international clients with U.S. immigration matters
related to business, investment, and international mobility.
In addition to her transactional practice, Nora assists clients with estate planning
matters, including wills and probate-related planning instruments.
Before joining the U.S. bar, Nora practiced law in Istanbul, Türkiye. That experience gives
her a practical understanding of the legal and cultural expectations that foreign investors
and international businesses bring when entering the U.S. market. She is fluent in
English and Turkish, and admitted to practice in Texas, Maryland, New York, and Türkiye.
Nora earned her LL.B. from Marmara University Faculty of Law and her LL.M. in American
Law, with distinction, from Boston University School of Law, where she received the LLM
Scholar Award for academic excellence. She is a member of the Business Law Section
and the Real Estate, Probate & Trust Law Section of the State Bar of Texas, and a
member of the American Immigration Lawyers Association (AILA) and the National
Immigration Project.
