Ozcan Ozbey, Ph.D.

Dr. Ozcan Ozbey is an International Law Expert at Merit Law, LLP, where he provides

academic and expert analysis, consulting support, and expert reports in support of client

cases involving Turkish law, international human rights, constitutional law, and criminal

law.

Dr. Ozbey brings decades of high-level judicial and academic experience in Turkish law

to his work at the firm. He served as a Judge of the Criminal Chambers of the Court of

Cassation, Turkey's highest appellate court, and subsequently as a Judge of the Criminal

General Assembly of the Court of Cassation. He later served as a Rapporteur Judge at

the Constitutional Court of Turkey, where he prepared legal analyses on fundamental

rights and constitutional matters. Earlier in his career, he practiced as a licensed attorney

at the Istanbul Bar Association before transitioning to the judiciary, where he served as a

Trainee Judge and Public Prosecutor at the Istanbul Courthouse. He has also served as a

Lecturer at the Justice Academy of Turkey, training the next generation of judges and

prosecutors.

Throughout his career, Dr. Ozbey has prepared expert reports for Turkish courts, the

European Court of Human Rights, the United Nations Human Rights Committee and

other UN bodies, the International Center for Settlement of Investment Disputes, and

international institutions conducting investigations into fundamental rights violations. He

has authored five books and numerous academic articles on constitutional law, criminal

law, and fundamental human rights, and has presented at national and international

conferences throughout his career.

Dr. Ozbey earned his Bachelor of Laws from Istanbul University Law School, his first

Master of Laws from TODAIE (Turkey and Middle East Public Administration Institute),

and his Doctorate from Kocaeli University. He later earned a second Master of Laws from

Chapman University in California and completed a certified course on justice at Harvard

University. He completed his Pedagogical Formation at Anadolu University, reflecting his

commitment to legal education alongside his professional career.
